This does not come with a quartz sleeve and it will need to be purchased separately.

Does bulb have the shatter proof coating?

Hi Val,
The Emperor UV lamps do not have any type of shatterproof coating. When installed they are housed in a quartz sleeve to keep water from contacting the lamp and shattering inside of the UV unit is not common at all. In all honesty it would be hard to find an anti-shatter material that would withstand the UV light.
